<li><strong>Elite Messaging and Social Exclusion Shapes Asian American Partisan Attitudes During Times of Pandemic</strong> -
<div>
Extending theories of social exclusion and elite messaging, we argue that Trumps targeted rhetoric toward Asian Americans during the COVID-19 pandemic pushes the racial group, largely “Independent” or nonpartisan affiliated, to lean more towards the Democratic Party. This article supports this claim by combining social media (Study 1) and survey data (Study 2) analysis. Tracing 1.4 million tweets, we find that Trumps rhetoric has popularized racially charged coronavirus-related terms and that exclusionary, anti-Asian attitudes have increased in the U.S. since the pandemic began. Next, by analyzing repeated cross-sectional weekly surveys of Asian Americans from July 2019 to May 2020 (n=12,907), we find that the group has leaned more towards the Democratic Party since Trump first made inflammatory remarks towards Asian Americans. Whites, Blacks, and Latina/os, on the other hand, exhibited little and less consistent change in these democratic-related attitudes. Our findings suggest that experiences with social exclusion that are driven by elite sources further cement Asian Americans as Democrats.

<li><strong>Identification, crystallization and epitope determination of public TCR shared and expanded in COVID-19 patients</strong> -

T cells play pivotal roles in protective immunity against SARS-CoV-2 infection. Follicular helper T (Tfh) cells mediate the production of antigen-specific antibodies; however, T cell receptor (TCR) clonotypes used by SARS-CoV-2-specific Tfh cells have not been well characterized. Here, we first identified and crystallized public TCR of Tfh clonotypes that are shared and expanded in unhospitalized COVID-19-recovered patients. These clonotypes preferentially recognized SARS-CoV-2 spike (S) protein epitopes which are conserved among emerging SARS-CoV-2 variants. These clonotypes did not react with S proteins derived from common cold human coronaviruses, but cross-reacted with symbiotic bacteria, which might confer the publicity. Among SARS-CoV-2 S epitopes, S864-882, presented by frequent HLA-DR alleles, could activate multiple public Tfh clonotypes in COVID-19-recovered patients. Furthermore, S864-882-loaded HLA tetramer preferentially bound to CD4+ T cells expressing CXCR5. In this study, we identified and crystallized public TCR for SARS-CoV-2 that may contribute to the prevention of COVID-19 aggravation.

<li><strong>Clonal dissection of immunodominance and cross-reactivity of the CD4+ T cell response to SARS-CoV-2</strong> -

The identification of CD4+ T cell epitopes is essential for the design of effective vaccines capable of inducing neutralizing antibodies and long-term immunity. Here we demonstrate in COVID-19 patients a robust CD4+ T cell response to naturally processed SARS-CoV-2 Spike and Nucleoprotein, including effector, helper and memory T cells. By characterizing 2,943 Spike-reactive T cell clones, we found that 34% of the clones and 93% of the patients recognized a conserved immunodominant region encompassing residues S346-365 in the RBD and comprising three nested HLA-DR and HLA-DP restricted epitopes. By using pre- and post-COVID-19 samples and Spike proteins from alpha and beta coronaviruses, we provide in vivo evidence of cross-reactive T cell responses targeting multiple sites in the SARS-CoV-2 Spike protein. The possibility of leveraging immunodominant and cross-reactive T helper epitopes is instrumental for vaccination strategies that can be rapidly adapted to counteract emerging SARS-CoV-2 variants.

<li><strong>Application of an integrated computational antibody engineering platform to design SARS-CoV-2 neutralizers</strong> -

As the COVID-19 pandemic continues to spread, hundreds of new initiatives including studies on existing medicines are running to fight the disease. To deliver a potentially immediate and lasting treatment to current and emerging SARS-CoV-2 variants, new collaborations and ways of sharing are required to create as many paths forward as possible. Here we leverage our expertise in computational antibody engineering to rationally design/optimize three previously reported SARS-CoV neutralizing antibodies and share our proposal towards anti-SARS-CoV-2 biologics therapeutics. SARS-CoV neutralizing antibodies, m396, 80R, and CR-3022 were chosen as templates due to their diversified epitopes and confirmed neutralization potency against SARS. Structures of variable fragment (Fv) in complex with receptor binding domain (RBD) from SARS-CoV or SARS-CoV2 were subjected to our established in silico antibody engineering platform to improve their binding affinity to SARS-CoV2 and developability profiles. The selected top mutations were ensembled into a focused library for each antibody for further screening. In addition, we convert the selected binders with different epitopes into the trispecific format, aiming to increase potency and to prevent mutational escape. Lastly, to avoid antibody induced virus activation or enhancement, we applied NNAS and DQ mutations to the Fc region to eliminate effector functions and extend half-life.

<li><strong>Neutralization of European, South African, and United States SARS-CoV-2 mutants by a human antibody and antibody domains</strong> -

Severe Acute Respiratory Syndrome Coronavirus-2 (SARS-CoV-2) transmission with several emerging variants remain uncontrolled in many countries, indicating the pandemic remains severe. Recent studies showed reduction of neutralization against these emerging SARS-CoV-2 variants by vaccine-elicited antibodies. Among those emerging SARS-CoV-2 variants, a panel of amino acid mutations was characterized including those in the receptor-binding domain (RBD) of the SARS-CoV-2 spike (S) glycoprotein. In the present study, we evaluated our previously identified antibody and antibody domains for binding to these RBD variants with the emerging mutations, and neutralization of pseudo typed viruses carrying spike proteins with such mutations. Our results showed that one previously identified antibody domain, ab6, can bind 32 out of 35 RBD mutants tested in an ELISA assay. All three antibodies and antibody domains can neutralize pseudo typed B.1.1.7 (UK variant), but only the antibody domain ab6 can neutralize the pseudo typed virus with the triple mutation (K417N, E484K, N501Y). This domain and its improvements have potential for therapy of infections caused by SARS-CoV-2 mutants.

SARS-CoV-2 genomic surveillance in Uganda provides an opportunity to provide a focused description of the virus evolution in a small landlocked East African country. Here we show a recent shift in the local epidemic with a newly emerging lineage A.23 evolving into A.23.1 which is now dominating the Uganda cases and has spread to 26 other countries. Although the precise changes in A.23.1 as it has adapted are different from the changes in the variants of concern (VOC), the evolution shows convergence on a similar set of proteins. The A.23.1 spike protein coding region has accumulated changes that resemble many of the changes seen in VOC including a change at position 613, a change in the furin cleavage site that extends the basic amino acid motif, and multiple changes in the immunogenic N-terminal domain. In addition, the A.23.1lineage encodes changes in non-spike proteins that other VOC show (nsp6, ORF8 and ORF9). The clinical impact of the A.23.1 variant is not yet clear, however it is essential to continue careful monitoring of this variant, as well as rapid assessment of the consequences of the spike protein changes for vaccine efficacy.

Background: Earlier studies suggested the use of dry swab method for SARS-CoV-2 detection as it does not need VTM and subsequent RNA extraction step making the process cheaper, safer and faster. In this study we explore whether the virus in the dry swab is viable and can be cultured and propagated. Method: Swabs were spiked with SARS-CoV-2 and stored in three different conditions: a) as dry swab (SD, eluted in 1 mL DMEM), b) in 1 mL of Viral Transport Medium (SVTM), and c) in 1 mL of Tris-EDTA buffer (STE). The sample groups were stored either at room temperature (RT ,25{degrees}C{+/-}1{degrees}C) or at 4{degrees}C for 1, 4, 8, 12, 24, 48 and 72 hours before being used as viral inoculums for the propagation studies in Vero cells. Results: The RT-qPCR data suggests that SD incubated both at RT and 4{degrees}C harbors viral particles that are viable and culturable at par with SVTM and STE. Conclusion: The dry swab method, in addition to its advantages in detection of the virus, also renders viable viral particles that can be cultured and propagated.

<li><strong>Characterization and functional interrogation of SARS-CoV-2 RNA interactome</strong> -

Severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) is the causative agent of COVID-19 pandemic, which has caused a devastating global health crisis. The emergence of highly transmissible novel viral strains that escape neutralizing responses emphasizes the urgent need to deepen our understanding of SARS-CoV-2 biology and to develop additional therapeutic strategies. Using a comprehensive identification of RNA binding proteins (RBP) by mass spectrometry (ChIRP-M/S) approach, we identified 142 high-confidence cellular factors that bind the SARS-CoV-2 viral genome during infection. By systematically knocking down their expression in a human lung epithelial cell line, we found that the majority of the RBPs identified in our study are proviral factors that regulate SARS-CoV-2 genome replication. We showed that some of these proteins represented drug targets of interest for inhibiting SARS-CoV-2 infection. In conclusion, this study provides a comprehensive view of the SARS-CoV-2 RNA interactome during infection and highlights candidates for host-centered antiviral therapies.

<li><strong>The Dual-Antigen Ad5 COVID-19 Vaccine Delivered as an Intranasal Plus Subcutaneous Prime Elicits Th1 Dominant T-Cell and Humoral Responses in CD-1 Mice</strong> -
<div>
In response to the need for an efficacious, thermally-stable COVID-19 vaccine that can elicit both humoral and cell-mediated T-cell responses, we have developed a dual-antigen human adenovirus serotype 5 (hAd5) COVID-19 vaccine in formulations suitable for subcutaneous (SC), intranasal (IN), or oral delivery. The vaccine expresses both the SARS-CoV-2 spike (S) and nucleocapsid (N) proteins using an hAd5 platform with E1, E2b, and E3 sequences deleted; hAd5(E1-, E2b-, E3-); that is effective even in the presence of hAd5 immunity. In the vaccine, S is modified (S-Fusion) for enhanced cell surface display to elicit humoral responses and N is modified with an Enhanced T-cell Stimulation Domain (N-ETSD) to direct N to the endosomal/lysosomal pathway to increase MHC I and II presentation. Initial studies using subcutaneous (SC) prime and SC boost vaccination of CD-1 mice demonstrated that the hAd5 S-Fusion + N-ETSD vaccine elicits T-helper cell 1 (Th1) dominant T-cell and humoral responses to both S and N. We then compared SC to IN prime vaccination with either an SC or IN boost post-SC prime and an IN boost after IN prime. These studies reveal that IN prime/IN boost is as effective at generating Th1 dominant humoral responses to both S and N as the other combinations, but that the SC prime with either an IN or SC boost elicits greater T cell responses. In a third study to assess the power of the two routes of delivery when used together, we used a combined SC plus IN prime with or without a boost and found the combined prime alone to be as effective as the combined prime with either an SC or IN boost in generating both humoral and T-cell responses. The findings here in CD-1 mice demonstrate that combined SC and IN prime-only delivery has the potential to provide broad immunity, including mucosal immunity, against SARS-CoV-2 and supports further testing of this delivery approach in additional animal models and clinical trials.

How viruses from the Coronaviridae family initiate viral RNA synthesis is unknown. Here we show that the SARS-CoV-1 and -2 Nidovirus RdRp-Associated Nucleotidyltransferase (NiRAN) domain on nsp12 uridylates the viral cofactor nsp8, forming a UMP-Nsp8 covalent intermediate that subsequently primes RNA synthesis from a poly(A) template; a protein-priming mechanism reminiscent of Picornaviridae enzymes. In parallel, the RdRp active site of nsp12 synthesizes a pppGpU primer, which primes (-)ssRNA synthesis at the precise genome-poly(A) junction. The guanosine analogue 5-triphosphate AT-9010 (prodrug: AT-527) tightly binds to the NiRAN and inhibits both nsp8-labeling and the initiation of RNA synthesis. A 2.98 A resolution Cryo-EM structure of the SARS-CoV-2 nsp12-nsp7-(nsp8)2 /RNA/NTP quaternary complex shows AT-9010 simultaneously binds to both NiRAN and RdRp active site of nsp12, blocking their respective activities. AT-527 is currently in phase II clinical trials, and is a potent inhibitor of SARS-CoV-1 and -2, representing a promising drug for COVID-19 treatment.

<li><strong>V367F mutation in SARS-CoV-2 spike RBD emerging during the early transmission phase enhances viral infectivity through increased human ACE2 receptor binding affinity</strong> -

The current global pandemic of COVID-19 is caused by a novel coronavirus SARS-CoV-2. The SARS-CoV-2 spike protein receptor-binding domain (RBD) is the critical determinant of viral tropism and infectivity. To investigate whether naturally occurring mutations in the RBD have altered the receptor binding affinity and infectivity, firstly we analyzed in silico the binding dynamics between mutated SARS-CoV-2 RBDs and the human ACE2 receptor. Among 1609 genomes of SARS-CoV-2 strains isolated during the early transmission phase, 32 non-synonymous RBD mutants were identified and found clustered into nine mutant types under high positive selection pressure. Applying molecular dynamics simulations, three mutant types (V367F, W436R, N354D/D364Y) displayed higher binding affinity to human ACE2, likely due to the enhanced structural stabilization of the RBD beta-sheet scaffold. The increased infectivity of one mutant (V367F) circulating worldwide was further validated by performing receptor-ligand binding ELISA, surface plasmon resonance, and pseudotyped virus assays. Genome phylogenetic analysis of V367F mutants showed that during the early transmission phase, most V367F mutants clustered more closely with the SARS-CoV-2 prototype strain than the dual-mutation variants (V367F + D614G), which emerged later and formed a distinct sub-cluster. The analysis of critical RBD mutations provides further insights into the evolutionary trajectory of SARS-CoV-2 under high selection pressure and supports the continuing surveillance of spike mutations to aid in the development of COVID-19 drugs and vaccines.

<li><strong>Emergence of the E484K Mutation in SARS-CoV-2 Lineage B.1.1.220 in Upstate New York</strong> -

Ongoing surveillance detected a SARS-CoV-2 B.1.1.220 variant carrying the E484K substitution in four patients from a hospital network in upstate New York. Patients reported no travel history and shared no obvious epidemiological linkage. A search of online databases identified 12 additional B.1.1.220 with E484K, all of which were detected in New York since December 2020. Detailed genomic analyses suggests that the mutation has emerged independently in at least two different B.1.1.220 strains in this region.

<li><strong>Model-based estimation of transmissibility and reinfection of SARS-CoV-2 P.1 variant</strong> -

The variant of concern (VOC) P.1 emerged in the Amazonas state (Brazil) in November-2020. It contains a constellation of mutations, ten of them in the spike protein. Consequences of these specific mutations at the population level have been little studied so far, despite the detection of P.1 variant in 26 countries, with local transmission in at least four other countries in the Americas and Europe. Here, we estimate P.19s transmissibility and reinfection using a model-based approach, by fitting data from the Brazilian national health surveillance of hospitalized individuals and frequency of the P.1 variant in Manaus from December 2020 to February 2021, when the city was devastated by four times more cases than in the previous peak (April 2020). The new variant was found to be about 2.6 times more transmissible (95% Confidence Interval (CI): 2.42.8) than previous circulating variant(s). The city already had a high prevalence of individuals previously affected by the SARS-CoV-2 virus (estimated as 78%, CI:7383%), and the fitted model attributed 28% of the cases during the period to reinfections by the variant P.1. Our estimates rank P.1 as the most transmissible among the current identified SARS-CoV-2 VOCs, posing a serious threat and requiring urgent measures to control its global spread.

<li><strong>Antidepressant and antipsychotic drugs reduce viral infection by SARS-CoV-2 and fluoxetine show antiviral activity against the novel variants in vitro</strong> -
<div>
Background and Purpose: Repurposing of currently available drugs is a valuable strategy to tackle the consequences of COVID-19. Recently, several studies have investigated the effect of psychoactive drugs on SARS-CoV-2 in cell culture models as well as in clinical practice. Our aim was to expand these studies and test some of these compounds against newly emerged variants. Experimental Approach: Several antidepressant drugs and antipsychotic drugs with different primary mechanisms of action were tested in ACE2/TMPRSS2-expressing human embryonic kidney cells against the infection by SARS-CoV-2 spike protein-dependent pseudoviruses. Some of these compounds were also tested in human lung epithelial cell line, Calu-1, against the first wave (B.1) lineage of SARS-CoV-2 and the variants of concern, B.1.1.7 and B.1.351. Key Results: Several clinically used antidepressants, including fluoxetine, citalopram, reboxetine, imipramine, as well as antipsychotic compounds chlorpromazine, flupenthixol, and pimozide inhibited the infection by pseudotyped viruses with minimal effects on cell viability. The antiviral action of several of these drugs was verified in Calu-1 cells against the (B.1) lineage of SARS-CoV-2. By contrast, the anticonvulsant carbamazepine, and novel antidepressants ketamine and its derivatives as well as MAO and phosphodiesterase inhibitors phenelzine and rolipram, respectively, showed no activity in the pseudovirus model. Furthermore, fluoxetine remained effective against pseudo viruses with N501Y, K417N, and E484K spike mutations, and the VoC-1 (B.1.1.7) and VoC-2 (B.1.351) variants of SARS-CoV-2. Conclusion and Implications: Our study confirms previous data and extends information on the repurposing of these drugs to counteract SARS-CoV-2 infection including different variants of concern.

<li><strong>The Prolyl-tRNA Synthetase Inhibitor Halofuginone Inhibits SARS-CoV-2 Infection</strong> -

We identify the prolyl-tRNA synthetase (PRS) inhibitor halofuginone, a compound in clinical trials for anti-fibrotic and anti-inflammatory applications, as a potent inhibitor of SARS-CoV-2 infection and replication. The interaction of SARS-CoV-2 spike protein with cell surface heparan sulfate (HS) promotes viral entry. We find that halofuginone reduces HS biosynthesis, thereby reducing spike protein binding, SARS-CoV-2 pseudotyped virus, and authentic SARS-CoV-2 infection. Halofuginone also potently suppresses SARS-CoV-2 replication post-entry. Utilizing analogues of halofuginone and small molecule inhibitors of the PRS, we establish that inhibition of HS presentation and viral replication is dependent on proline tRNA synthesis opposed to PRS activation of the integrated stress response (ISR). Moreover, we provide evidence that these effects are mediated by the depletion of proline tRNAs. In line with this, we find that SARS-CoV-2 polyproteins, as well as several HS proteoglycans, are particularly proline-rich, which may make them vulnerable to halofuginone translational suppression. Halofuginone is orally bioavailable, has been evaluated in a phase I clinical trial in humans and distributes to SARS-CoV-2 target organs, including the lung, making it a promising clinical trial candidate for the treatment of COVID-19.

Not long ago, Disney thought youd be ready to go to the movie theaters by early May. Now it has changed its mind: Disney is pushing back the release of <em>Black Widow</em>, its next big-budget Marvel movie, from May 7 to July 9.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="7G1ByE">
And even then, Disney is hedging its bets: Instead of insisting that you watch Scarlett Johansson in theaters on opening day, the studio will also let customers stream the movie at home, via its Disney+ service, for an additional $30.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="sYmuJD">
Both of those developments are significant moves. In a single press release, the entertainment giant is telling the world two things:

Disney doesnt think there will be enough demand for its most popular and valuable movie franchise in a couple of months — either because consumers dont want to go or because, in some cases, they will be prevented from going by remaining pandemic restrictions.
</li>
<li data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="Vhqph2">
And even when Disney does bring <em>Black Widow</em> to theaters in July, it is worried enough about demand to get rid of the theatrical “window” — the gap between when movies debut in theaters and when they are available for home viewing.
</li>
</ol>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="UF9FjN">
The collapsed window may be even more significant for Disney, since it was the studio that had previously insisted that it was committed to bringing its biggest movies to theaters first and keeping the existing system intact. For years, other studios have talked about, and in some cases experimented with, changing that system, but they werent able to do so because of pushback from the movie theaters — even as streaming services like <a href="https://www.vox.com/2017/6/12/15783110/netflix-hollywood-movies-windows-home-streaming-regal-cinemark-moffettnathanson">Netflix and Amazon</a> helped customers expect to stream big movies at home right away, without waiting at all.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="Qhl6Ni">
<a href="https://www.vox.com/recode/21575382/wonder-woman-1984-hbo-max-pandemic-theater-home">The pandemic changed all of that</a>: A year ago, as the stay-at-home rules closed theaters around the world, some major studios started to take high-profile movies, like <em>Trolls 2</em>, and let consumers stream them at home. And late last year, AT&amp;Ts WarnerMedia said it would <a href="https://www.vox.com/recode/22151073/warner-bros-hbo-max-movies-jason-kilar-warnermedia-interview">stream all of the movies</a> it had planned to release in 2021 and show them through its HBO Max service, at no additional charge.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="pEkVVz">
But Disney, whose movie strategy is based exclusively on big-budget films from franchises it thinks will draw huge audiences — Marvel, Star Wars, Pixar — has made a point of committing to traditional theatrical releases.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="eGWLE1">
In December, shortly after WarnerMedia announced its shift to streaming movies, Disney told investors it was still <a href="https://www.vox.com/recode/2020/12/10/22168842/disney-coronavirus-pandemic-black-widow-star-wars-movie-theaters-streaming">planning on bringing <em>Black Widow</em> to theaters in May</a>, even though it was willing to experiment with other release strategies for less-valuable movies. Earlier this month, for instance, Disney put out <em>Raya and the Last Dragon </em>in theaters and on Disney+ at the same time; it will try that strategy again on May 28 for <em>Cruella</em>, a riff on its 101 Dalmations franchise. And it has put other movies that had been scheduled for theaters exclusively on Disney+, like last years <em>Soul.</em>
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="fyUNXV">
<em>Black Widow</em> is in a different category than those movies — or, at least, it was meant to be. The announcement comes as increasing numbers of theaters are opening across the country — even Los Angeles and New York City, two major movie markets that have been shut down for a year, are starting to allow people into indoor theaters again, at limited capacity.

One and a half million. Or, to be more exact,<strong> </strong>1,495,709. Thats how many signatures are needed to force California Gov. Gavin Newsom into a recall election.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="MG8EBa">
Thanks to the states affinity for direct democracy, a judges order extending the deadline to collect signatures, and Newsoms much-discussed decision to attend a <a href="https://www.latimes.com/california/story/2020-11-18/newsom-french-laundry-dinner-explanation-photos-jason-kinney-california-medical-association-covid-19">$350-a-person, unmasked, indoor dinner party</a> — all of which catalyzed resentments governors around the country are facing over Covid-19 restrictions — Newsom, a Democrat, just might have to face a recall.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="FuGiW2">
The California secretary of states office has <a href="https://elections.cdn.sos.ca.gov/recalls/cumulative-newsom-heatlie.pdf">released</a> the total signatures received as of March 11. Of the 1.4 million signatures theyve counted so far, nearly 1.2 million are valid. (The recall committees have submitted 1.8 million names, but some of the signatures are still being counted).
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="5E3ayV">
If the recall effort gets the necessary signatures, that doesnt mean Newsom necessarily loses his job, it just puts the question to the voters in an election that will happen <a href="https://calmatters.org/explainers/recalling-california-governor-explained/">likely near the end of the year</a>. A <a href="https://www.probolskyresearch.com/category/news-insight-and-research/">new poll from Probolsky Research</a> surveyed 900 voters March 16-19 and found 40 percent of voters in favor of the recall effort and 45.7 percent opposed.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="YUQNwJ">
Newsoms team is clearly taking the matter seriously, <a href="https://stoptherepublicanrecall.com/">launching an official campaign </a>on March 15 to “Stop the Republican Recall.” The effort seeks to tie the recall effort with far-right extremists like “anti-vaxxers, Q-Anon conspiracy theorists and anti-immigrant Trump supporters.” Newsoms new campaign has garnered support from big Democratic names like Sens. Bernie Sanders, Elizabeth Warren, and Cory Booker.

The ballot, if a recall election takes place, would ask two questions: if voters want to recall the governor, and who should replace him in the event that the majority votes to recall. Hundreds of people could decide to run, as California has no candidate cap during recalls, and the winning candidate only needs a plurality to claim victory.<strong> </strong>
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="h22x3t">
The last time a California governor was successfully recalled was in 2003, when Arnold Schwarzenegger managed to snatch a win from then-Gov. Gray Davis and over 100 other candidates.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="eaGZTE">
“Its an expensive, distracting pain in the ass for Californians if it happens,” Dan Newman, a spokesperson for Newsom, told Vox. “In the Davis recall we had 135 candidates and it was a total circus. Some people think we could have 10 times as many candidates this time around.”
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="IDnQlZ">
FiveThirtyEights February <a href="https://fivethirtyeight.com/features/californias-gavin-newsom-will-likely-face-a-recall-election-but-hell-probably-survive-it/?cid=_inlinerelated">analysis</a> indicated that “Newsom seems well positioned to survive” a potential recall election, as Californias electorate has become a lot more Democratic since 2003 when Davis lost his seat.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="HYC6Ik">
In 2000, 53 percent of the state voted for Al Gore and in 2004, 54 percent voted for John Kerry — but Hillary Clinton tied up the state with 61 percent of the vote in 2016, and Joe Biden won 63 percent last November.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="66Np5V">
Additionally, Daviss approval rating was in the low 20s and, importantly, his disapproval rating was in the high 60s, whereas recent polls have Newsoms favorability rating <a href="https://www.politico.com/states/california/story/2021/02/02/newsom-approval-rate-plummets-in-california-1361562">between 46 and 52 percent</a>. A different<strong> </strong><a href="https://www.kron4.com/news/california/exclusive-poll-californians-split-on-newsom-as-recall-looms/">poll</a> conducted by<strong> </strong>six California TV stations and Emerson College released March 15 had only 38 percent of the state in favor of voting to recall the governor, with 48 voting to keep him — but theres 13.9 percent who say theyve yet to make up their minds.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="BFk3yh">
Recall organizers argue that its more important to note that Newsoms favorables have been trending down, which they view as an indication that he has further to fall. And Newsom is facing the challenges of vaccine distribution, a worsening <a href="https://www.latimes.com/california/story/2020-12-06/coronavirus-covid-homeless-eviction-housing-unemployment-lockdown-reclaim-dark-winter">homelessness crisis</a>, and getting kids back into school as quickly as possible, so they say theres ample opportunity for his support to drop.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="3vpyGq">
“If [Newsom] wants to project out that hes not in a vulnerable position and pooh pooh the fact that he is in trouble and that he has upset his constituents, Im okay with that. Thats tone deaf. Theres plenty of evidence that he is in trouble,” Anne Dunsmore, co-chair of Rescue California, one of the committees working to recall Newsom, told Vox.

<h3 id="uFWUfl">
The French Laundry affair, direct democracy, and a stroke of legal luck
</h3>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="A2zN7l">
So, if Newsom is still reasonably popular, why is he teetering on the edge of facing a recall election?
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="L9TZHM">
There are some structural reasons: Only 19 states allow citizens to recall their public officials. In California, the only requirement is that 12 percent of the total number of voters in the previous election sign on to the effort, and that those signatures are from voters in at least five counties. And recall efforts are incredibly common in the state — every single governor since Reagan has had recalls filed against them, and this is the sixth effort Newsom himself has faced.

California has a strong culture of direct democracy. Citizens are used to voting on dozens of ballot measures which allow them to legislate by popular will, and are the only electorate since 1921 to have ever recalled their states chief executive. Born out of the post-Gilded Age progressive movement, “direct democracy, for better or for worse, has become Californias most distinctive and emblematic political institution. Initiative, referendum, and recall elections were added to the state constitution in 1911,” <a href="https://journals.openedition.org/siecles/1109?lang=en">writes</a> San José State University historian Glen Gendzel.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="g6LSRU">
So, California governors are much more at the whim of their electorate than other governors. Anger with Covid-19 orders fueled many of the recall efforts against governors <a href="https://ballotpedia.org/Gavin_Newsom_recall,_Governor_of_California_(2019-2021)">in 2020</a>: Republican Govs. Mike Dunleavy of Alaska, Doug Ducey of Arizona, and Brad Little of Idaho, and Democratic Govs. Jared Polis of Colorado, John Bel Edwards of Louisiana, Gretchen Whitmer of Michigan, Tim Walz of Minnesota, Steve Sisolak of Nevada, Phil Murphy of New Jersey, Kate Brown of Oregon, and Tony Evers of Wisconsin all have faced recall efforts.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="te7XXQ">
But none have yet come as close as Californias to forcing them into another election. In fact, none of these states have ever successfully recalled a governor; only California and North Dakota carry that distinction.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="SrgFPd">
But even so, Newsom might have been fine — were it not for the pandemic. The recall petition Newsom is facing now was <a href="https://www.sos.ca.gov/elections/recalls/complete-list-recall-attempts">actually filed on February 21, 2020</a>, weeks before a state of emergency was declared in response to Covid-19. As a result, the petition itself doesnt even mention the crisis. Instead, it cites some traditional grievances like high taxation and the states homelessness crisis as well as many traditionally Republican complaints like accusing the governor of imposing a “sanctuary state status,” failing to “enforce immigration laws,” and overruling “the will of the people regarding the death penalty,” among others.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="iKIlOU">
Without Covid-19, however, the petition would likely be languishing in obscurity. In November, nine months after its supporters had begun gathering signatures, the Sacramento County Superior Court issued a final judgment extending the deadline to collect signatures. On November 17, recall organizers told <a href="https://dailycaller.com/2020/11/24/gavin-newsom-recall-petition-california-french-laundry-restaurant-coronavirus/">the Daily Caller</a> that they had only collected 749,196 signatures, which even with a 100 percent validity rate wouldnt have come close to succeeding.

But Newsom cant put all the blame on Covid-19 — on November 6, while a stay-at-home order that limited outdoor gatherings to three different households was in effect, he attended a birthday party at French Laundry, unmasked, along with people from several households. While the governors team initially claimed that the dinner at the three-Michelin-star restaurant was outdoors, on November 18, Fox 11 obtained photos of the governor indoors with several other guests, none of whom appeared to be masked.

Newsoms hypocrisy and decision to dine at a <a href="https://sf.eater.com/2020/9/3/21421335/french-laundry-yountville-thomas-keller-indoor-dining-rich-people">$350-per-person</a> establishment while so many of the states residents suffered from the economic downturn and residents were being warned against holiday gatherings with family<strong> </strong>was a mobilizing moment for the recall effort.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="AO7cAY">
Even Newsoms spokesperson acknowledged it was a good organizing tool due to the attention it received — even as he deflected blame onto the countrys partisanship. “More than 6 million people in California voted for Trump, so theres no shortage of people willing to sign something saying get rid of every Democrat if you give them enough time,” Newman told Vox.

<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="ND4xej">
That dinner may end up costing the governor more than a few hundred dollars.
</p>
<h3 id="P3rA7M">
Whos behind the recall effort?
</h3>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="8iGsHK">
Unsurprisingly, all public evidence indicates that the organized effort is Republican-dominated: Most of the major donors are Republicans, all of the notable endorsers are Republican, and a few of the grievances in the petition itself are issues usually cited by the right — hostility toward immigration and favoring the death penalty, in particular.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="AM8faL">
Significant endorsements of the effort have come almost exclusively from Republicans — Newt Gingrich, former Republican Speaker of the House, former Arkansas Gov. Mike Huckabee, and Newsoms 2018 opponent, John Cox, have all lent their voices in favor of recalling Newsom. There are no comparable Democratic endorsements.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="6xtBhN">
The quarter-million from the RNC isnt the only big money. According to <a href="https://calmatters.org/explainers/recalling-california-governor-explained/">CalMatters</a>, several GOP donors have given hundreds of thousands to the effort. However, the largest single donation thus far has come from John Kruger, an “Orange County entrepreneur… [who] has donated to both GOP and Democratic candidates.” Kruger gave $500,000 to the effort. There are also other big names involved like venture capitalists Chamath Palihapitiya and David Sacks.

<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="raJ3oH">
The LA Times <a href="https://www.latimes.com/california/story/2021-01-23/recall-newsom-effort-qanon-antivaxxer-extremist-ties">reported last month</a> that a few far-right extremists were involved in some of the efforts to collect signatures. Organizers deny they are systematically courting these extremists or that they make up a large faction within the supporters of the movement.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="dzQTAN">
“This is not a right-wing extremist movement. This is a movement of the people of California,” Mike Netter, founding member of one of the committees to recall Newsom, told Vox.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="GaFAOv">
But even if the organized effort is Republican-dominated, that doesnt mean that Democratic and non-affiliated voters arent growing disillusioned with the governor. In a Berkeley Institute of Governmental Studies <a href="https://escholarship.org/uc/item/1tj8q5rb">poll</a> released February 2, Newsoms approval rating was underwater among registered voters, with 46 percent approving and 48 percent disapproving of the job he was doing.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="W7wySX">
Only 31 percent of Californians agreed that Newsom was doing “an excellent or good job in handling the pandemic overall,” down from 49 percent last September. However, 49 percent of voters felt it would be bad for the state to hold a special election recalling the governor.

Now that the <a href="https://www.vox.com/policy-and-politics/2021/3/10/22320350/stimulus-bill-covid-19-passes-house">American Rescue Plan (ARP) is officially law,</a> more help is on the way for small businesses, including additional money for efforts like the Paycheck Protection Program (PPP) and a whole new grant offering specifically for restaurants.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="Ss7RkA">
In total, <a href="https://www.democrats.senate.gov/download/arp_-title-by-title-summary">the ARP</a> — which Congress passed two weeks ago — has about $50 billion dedicated to bolstering grants and loans for small businesses still navigating the economic fallout of the <a href="https://www.vox.com/coronavirus-covid19">pandemic</a>. According to <a href="https://www.cnbc.com/2020/09/16/yelp-data-shows-60percent-of-business-closures-due-to-the-coronavirus-pandemic-are-now-permanent.html">a Yelp study</a>, as of August 31, 2020, nearly 100,000 establishments had permanently closed since last March, and another 65,000 had done so temporarily.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="HylNdg">
The new money in the ARP is in addition to more than $600 billion thats been allocated in previous bills. In this package, $28.6 billion is set aside for a new program called the Restaurant Revitalization Fund, $15 billion is allocated to beef up funding for Targeted Economic Injury Disaster Loan Advance payments (a.k.a. EIDL grants), $7.25 billion is for PPP, and $1.25 billion is laid out to boost the Shuttered Venue Operators Grant program.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="CgWcIu">
Because the legislation has only recently become law, not all of the aid it provides is accessible just yet, though the Small Business Administration (SBA) is expected to issue more guidance shortly. At this point, heres what we know about these programs and how businesses can access the support they offer.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="oFoFbA">
“We always recommend talking to your lender, and just staying on top of SBAs website to see when these programs go live,” says Awesta Sarkash, government affairs manager for the advocacy group Small Business Majority. <h3 id="eG9cnS">
Paycheck Protection Program
</h3>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="tXUEZ4">
<strong>Who qualifies: </strong>Small businesses are now able to apply for up to two loans via PPP.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="9AHxF8">
To get a <a href="https://www.sba.gov/sites/default/files/2021-01/Top-line%20Overview%20of%20First%20Draw%20PPP%20%281.8.2021%29-508.pdf">first draw PPP loan</a>, most businesses that meet the size standards set by SBA are eligible. For many industries, that means having 500 employees or fewer, though these constraints vary.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="GEsdrw">
Meanwhile, there are more restrictions on <a href="https://www.sba.gov/funding-programs/loans/coronavirus-relief-options/paycheck-protection-program/second-draw-ppp-loans">second draw PPP loans</a>. To qualify, businesses had to receive a first PPP loan and show that its already been (or will be) spent in full. Additionally, only businesses with 300 employees or fewer that can show at least a 25 percent decline in their gross receipts between comparable quarters in 2019 and 2020 are eligible.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="OckBUl">
<strong>What it is: </strong>This effort was established in 2020 to help businesses cover their payroll costs specifically, with the goal of preventing layoffs and enabling businesses to bring back employees they had furloughed or let go.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="y2cb0A">
Businesses can receive fully forgivable loans of up to 2.5 times their monthly payroll costs, up to $10 million in total for the first loan and up to $2 million for the second. The funds, however, need to be used a certain way in order for them to ultimately be forgiven. Businesses in the program will have to demonstrate that they used at least 60 percent of the funds for payroll costs, for instance, while the remaining 40 percent can be utilized on operational costs like rent and other overhead.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="W7ZMe0">
<strong>How to apply: </strong>PPP is run through lenders including banks, fintech companies, and community development financial institutions (CDFIs), so business owners must apply directly through them.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="8R0P3r">
The best first step for businesses applying to the program is to reach out to either a lender they have an existing relationship with or one of the options <a href="https://www.sba.gov/funding-programs/loans/lender-match">listed on the SBA website</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="8kKaOj">
Though several larger banks have said they wont consider clients that dont have an existing line of credit with them, there are a number of other options that are open to new customers, including fintech companies such as PayPal and CDFIs.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="9LsYVz">
Businesses should be prepared with their monthly payroll data and tax identification information. The application forms for first draw loans <a href="https://www.sba.gov/sites/default/files/2021-03/Borrower%20Application%202483%20revised-508.pdf">look like this</a>, while application forms for second draw loans <a href="https://www.sba.gov/sites/default/files/2021-03/Borrower%20Application%202483-SD%20revised-508.pdf">look like this</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="eSgS0q">
<strong>Whats new: </strong>The ARP adds another $7.25 billion to PPP and makes organizations such as agricultural groups and local digital news services eligible for these loans.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="NB3tmY">
Currently, businesses have until March 31 to apply to PPP, though Congress is actively working to extend the deadline through the end of May. (Lawmakers were unable to include an extension in the ARP due to budget reconciliation rules.)
</p>
<h3 id="KaSyzp">
Economic Injury Disaster Loan and Targeted EIDL Advance payments (a.k.a. EIDL grants)
</h3>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="wOHHwB">
<strong>Who qualifies: </strong>There are two programs that are part of the Economic Injury Disaster program including targeted grants and more standard SBA loans.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="cZ2W1a">
EIDL grants: The grant — or targeted advance — program is currently aimed at businesses in low-income communities that have applied for EIDL relief in the past but did not receive the full amount they needed. These businesses also had to show a 30 percent decline in revenue in an eight-week window from March 2020 onward versus a comparable time frame before then. SBA is reaching out directly to those eligible for this targeted advance <a href="https://www.sba.gov/sites/default/files/2021-02/Targeted%20EIDL%20FAQ_Final-508_0.pdf">via email</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="fsUzyw">
EIDL loans: The loans program, meanwhile, is still open to all small businesses that meet the SBA size standards and have suffered economic injury during the pandemic.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="QlEpXn">
<strong>What it is:</strong>
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="YWjiqo">
EIDL grants:<em> </em>Businesses in need that have previously submitted applications are eligible for up to $10,000 in grants. These include businesses that either did not receive grants in the past or ones that received a smaller amount than they requested. SBA is directly reaching out to these businesses in order to update them.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="WTtbgx">
EIDL loans:<em> </em>Businesses pursuing the loans can receive up to $150,000 to use on everything from payroll to operational costs.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="pBsqEE">
<strong>How to apply</strong>:

<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="daZycy">
EIDL grants:<em> </em>Currently, the grants application process is closed to new applicants, and SBA is focused on addressing applications they already received. Those who are eligible for this advance will receive a specific email notice from SBA.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="dl4utz">
EIDL loans:<em> </em>The application for EIDL loans is directly through SBAs website <a href="https://covid19relief.sba.gov/#/">here</a>. Businesses should be prepared with gross revenue information as well as payroll data.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="ravVPT">
<strong>Whats new: </strong>Theres $15 billion in new funds dedicated to this program, which are intended to help distribute grants to businesses that didnt previously get as much as they had requested.
</p>
<h3 id="ixLL5k">
Shuttered Venue Operators Grant program
</h3>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="TV59M3">
<strong>Who qualifies: </strong>Businesses that operate venues including theaters, museums, and concert halls are able to participate in this program. They need to be able to show that they suffered a 25 percent decline in revenue between comparable quarters in 2019 and 2020, and <a href="https://www.sba.gov/sites/default/files/2021-03/SVOG%20Eligibility%20Requirements-v2.pdf">that they meet the SBAs eligibility requirements</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="RgAF95">
<strong>What it is: </strong>This program was created last December as part of the stimulus bill that Congress passed at the time. Its aimed at helping venue operators whove been hit particularly hard by the pandemic, given the need for social distancing and public health restrictions that limit larger gatherings.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="mYJFWy">
Businesses are able to obtain grants of up to 45 percent of their annual 2019 gross earned revenue, capped at $10 million.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="VvNyon">
<strong>How to apply: </strong><a href="https://www.svograntportal.sba.gov/s/">Businesses can apply directly through the SBA website,</a> which is slated to begin taking applications on Thursday, April 8. They should be prepared with their 2019 tax return, quarterly income statements, and payroll statements. The SBA will also be holding a webinar about the program on <a href="https://www.eventbrite.com/e/svog-application-informational-webinar-registration-147041437899">Tuesday, March 30</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="PiSzcx">
<strong>Whats new:</strong> The program previously received $15 billion in funding in the stimulus bill passed last December and received another $1.25 billion in the ARP.
</p>
<h3 id="SvTE56">
The Restaurant Revitalization Grant program
</h3>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="1x1rVI">
<strong>Who qualifies: </strong>Businesses that focus predominantly on serving food and beverages are able to apply, including restaurants, bars, caterers, food trucks, and brewpubs.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="hN6RUN">
<strong>What it is: </strong>A new program established by the ARP, this effort is intended to help one of the industries disproportionately affected by the pandemic and distribute grants to establishments in need.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="oIAbbJ">
These grants could be as much as the difference in revenue that businesses experienced between 2020 and 2019, based on their gross receipts, and are capped at $10 million. $5 billion of the funding for the program is also specifically set aside for establishments that made $500,000 or less in gross receipts in 2019.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="btrjZ2">
“The shuttered venue program is up and running. Hopefully the idea is the restaurants one can look really similar,” says Sarah Crozier, a communications director for the advocacy group Main Street Alliance.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="efiOdc">
<strong>How to apply: </strong>Information about this programs application isnt available yet, but the SBA should be issuing guidance shortly. Much like the venues program, the application is expected to go through the agency directly.

<strong>Whats new: </strong>The ARP includes $28.6 billion to set up this program and ultimately distribute to different establishments.
