<li><strong>Fifteen Years of Indias NREGA: Employer of the Last Resort?</strong> -
<div>
For the last decade, Indias National Rural Employment Guarantee Act (NREGA, 2005) has been the worlds largest public works programme. This legal entitlement provided employment to 28 percent of rural Indian households in 2019-20. After the COVID-19 pandemic, NREGA is increasingly emerging as an invaluable employer of the last resort. However, longitudinal data of its implementation in the last fifteen years reveals distinctive trends. On the one hand, since inception NREGA has rendered greater benefit to women and marginalised communities. But on the other, since 2014, the right-wing Bharatiya Janata Party (BJP)-led government has reduced NREGA coverage compared to its implementation during the previous Indian National Congress (INC)-led United Progressive Alliance (UPA) coalition which had enacted the legislation. Nevertheless, in light of the pandemic and based on from international experiences, there is an urgent need for expansion of the employment guarantee.

<li><strong>Understanding change in COVID-19 vaccination intention with network analysis of longitudinal data from Dutch adults</strong> -

Prior research into the relationship between attitudes and vaccination intention is predominantly cross sectional and therefore does not provide insight into directions of relations. During the COVID-19 vaccines development and enrollment phase, we studied the temporal dynamics of COVID-19 vaccination intention in relation to attitudes toward COVID-19 vaccines and the pandemic, vaccination in general, social norms and trust. The data are derived from a longitudinal survey study with Dutch participants from a research panel (N = 744; six measurements between December 2020 and May 2021; age 18 84 years [M = 53.32]) and analyzed with vector-autoregression network analyses. While cross-sectional results indicated that vaccination intention was relatively strongly related to attitudes toward the vaccines, results from temporal analyses showed that vaccination intention mainly predicted other vaccination-related variables and to a lesser extent was predicted by variables. We found a weak predictive effect from social norm to vaccination intention that was not robust. This study underlines the challenge of stimulating uptake of new vaccines developed during pandemics, and the importance of examining directions of effects in research into vaccination intention.

<li><strong>A psychological network approach to attitudes and preventive behaviors during pandemics: A COVID-19 study in the United Kingdom and the Netherlands</strong> -

Preventive behaviors are crucial to prevent spread of the coronavirus causing COVID-19. We adopted a complex psychological systems approach to obtain a descriptive account of the network of attitudes and behaviors related to COVID-19. A survey study (N = 1022) was conducted with subsamples from the United Kingdom (n = 502) and the Netherlands (n = 520). The results highlight the importance of peoples support for, and perceived efficacy of, the measures and preventive behaviors. This also applies to the perceived norm of family and friends adopting these behaviors. The networks in both countries were largely similar but also showed notable differences. The interplay of psychological factors in the networks is also highlighted, resulting in our appeal to policymakers to take complexity and mutual dependence of psychological factors into account. Future research should study effects of interventions aimed at these factors, including effects on the network, to make causal inferences.

<li><strong>COVID-19, Seasonality and Epidemiological Risk: A Longitudinal Analysis of the Combined Impact on Public Health in Italy</strong> -

Background. The seasonality of COVID-19 is a debated topic within the scientific community. The goal of this paper is to bring SARS-CoV-2 into the factual context in Italy, investigating the interaction with seasonal factors that can aggravate the health crisis. Methods. The study is longitudinal retrospective. The relationship between the number of deaths in the period 2015-2019 and the average monthly temperatures was investigated. The excess deaths and confirmed deaths from COVID-19 in 2020, 2021, and 2022 were examined to estimate the impact of the COVID-19 crisis and its relationships with temperatures. Results. Cold months lead to a considerable and surprising increase in epidemiological risk and mortality in Italy from 2015 to 2019 (+45,000 annual deaths, SD = 4,700, S = 21). COVID-19 crisis has further aggravated this scenario during 2020 (+115,000) and 2021 (+63,000, S &gt; 52). Mortality was boosted by low average minimum temperatures, although the death curve rose moderately during the four warmest months (Spearman r = -0.75, 95% CI = [-0.87; -0.56], S = 23). COVID-19 deaths also showed a pronounced seasonality, although the latter was decreasing over time (Spearman r = -0.85, 95% CI = [-0.92; -0.70], S = 20). Monthly excess deaths during COVID-19 were extremely high and surprising (+4,200, IQR = [2,800; 8,000], Wilcoxon signed rank test S = 28) but didnt show a clear seasonality during 2021 and 2022. Discrepancies between COVID-19 and excess deaths during 2021 and 2022 suggest the occurrence of seasonal estimation errors. Discussion and conclusion. Based on these findings, it can be concluded that: i) the epidemiological risk is seasonal since cold seasons lead to higher mortality, ii) COVID-19s impact on public health is strongly influenced by both environmental/seasonal and virological factors, iii) temperatures increase due to climate change is able to create summer mortality peaks. Future research should investigate the interrelation between all these epidemiological variables.

<li><strong>Comparative IgG responses to SARS-CoV-2 after natural infection or vaccination</strong> -

Background: Whether vaccination or natural infection provides greater benefit regarding the development of sustained immunity against SARS-CoV-2 remains unknown. Therefore, the aim of this study was to provide a direct comparison of IgG durability in vaccinated and unvaccinated adults. Methods: This was a prospective, cross-sectional study of antibody durability in 1087 individuals with a median (IQR) age of 42 (35, 52) years who were unvaccinated and previously infected with SARS-CoV-2 (Arm 1, n=351) or vaccinated against the virus (Arm 2, n=737). Participants self-reported vaccination and infection history and provided self-collected serology samples using mailed collection kits. Results: Anti-S1 IgG seroprevalence was 15.6% higher in vaccinated versus unvaccinated, previously-infected individuals across intervals ranging from 1 to 12 months and antibody survival was sustained near 100% through 12 months in the vaccinated group. Conclusions: These findings suggest that vaccination as opposed to natural infection alone provides significant advantages in terms of sustained and effective immunity against prior variants of SARS-CoV-2. Future efforts to characterize SARS-CoV-2 immune responses should address hybrid immunity, booster status and formulation, and protection against (sub)variants of Omicron and future lineages, as well as weigh the potential impact of other immune system mechanisms.

Rationale: Up to 30% of COVID-19 patients experience persistent sequelae, including dyspnea, restrictive physiology, and early radiographic signs of pulmonary fibrosis (PF). The mechanisms that provoke post-COVID progressive PF are poorly understood, and biomarkers to identify at-risk patients are urgently needed. Methods: We evaluated a cohort of 14 symptomatic COVID survivors with impaired respiratory function and imaging worrisome for developing PF, including bilateral reticulation, traction bronchiectasis and/or honeycombing, and compared these to Idiopathic Pulmonary Fibrosis (IPF) patients and age-matched controls without respiratory disease. We performed single-cell RNA-sequencing and multiplex immunostaining on peripheral blood mononuclear cells collected at the COVID-19 patients first visit after ICU discharge. Six months later, symptoms, restriction and PF improved in some (Early-Resolving COVID PF), but persisted in others (Late-Resolving COVID PF). Results: Circulating monocytes were significantly reduced in Late-Resolving COVID PF patients compared to Early-Resolving COVID PF and non-diseased controls. Monocyte abundance correlated with pulmonary function tests FVC and DLCO. Differential expression analysis revealed MHC-II class molecules were upregulated on the CD8 T cells of Late-Resolving COVID PF patients but downregulated in monocytes. IPF patients had a similar decrease in monocyte abundance and marked decrease in monocyte HLA-DR protein expression compared to Late-Resolving COVID PF patients. Conclusion: Circulating monocyte abundance may distinguish between patients whose post-COVID PF resolves or persists. Furthermore, fibrotic progression coincided with decreases in HLA-DR expression on monocytes, a phenotype previously associated with dampened antigen stimulation and severe respiratory failure.

<li><strong>Baby Bust: Births fall in Brazilian major cities during the Covid-19 pandemic</strong> -

Since the beginning of the pandemic of the new coronavirus, Brazil is a country that has been heavily affected by this new disease, and from March 2020 this country saw its death records increased as the number of Covid-19 infected got out of control. Consequently, many studies tried to explain the influence of this illness in the number of deaths and possible reductions in life expectancy. Until now, there were few empirical attempts to comprehend the effects of pandemic on birth reductions. In this work, we sought to analyze the influence of the pandemic Covid-19 on birth numbers of six major cities of Brazil. Using data from the Ministry of Health, we compared the number of monthly births from October-December 2020 and January-March 2021 with the amount of newborns in similar months and in years previous to the pandemic. Our results show a strong decline in the number of births in all cities analyzed, and most of the reductions occurred at mothers age of 30 years old. Because of the uncertain scenario that the pandemic brought us, women are postponing their fertility intentions, causing a perhaps temporary baby bust in major cities of Brazil.

<li><strong>Spatial pattern of COVID-19 deaths and infections in small areas of Brazil</strong> -

As at mid August, 2020, Brazil is the second most affected country by the COVID-19 pandemic, with large regional and social differences. In this study, using data from Brazilian Ministry of Health, we analyze the spatial patterns of infection and mortality from Covid-19 across small areas in Brazil. We apply spatial autoregressive Bayesian models and estimate the risks of infection and mortality, taking into account age and sex composition of the population. We also perform a decomposition analysis to study how age composition impacts the differences in mortality and infection rates across regions. Our results indicate that death and infections are spatially distributed forming clusters and hotspots especially in the Northern Amazon, Northeast coast and Southeast of the country. The high mortality risks in the Southeast part of the country, which harbours the major cities can, be explained by the high proportion of elderly population. In the less developed areas of North and Northeast, there is a combination of high infection among young adults, socioeconomic and health access backwardness that results in more deaths.

Introduction: Demonstrated health inequalities persist in the United States. SARS-CoV-2 (COVID) has been no exception, with access to treatment and hospitalization differing across race or ethnic group. Here we aim to assess differences in treatment with remdesivir and hospital length of stay across four waves of the pandemic. Methods: Using a subset of the Truveta data we examine odds ratios (OR) of in-hospital remdesivir treatment and risk ratios (RR) of in-hospital length of stay between Black or African American (Black) to white patients. We adjusted for confounding factors such as age, sex, and comorbidity status. Results: There were statically significant lower rates of remdesivir treatment and longer in-hospital lengths of stay comparing Black patients to white patients early in the pandemic (OR for treatment: 0.88, 95% confidence interval [CI]: 0.80, 0.96; RR for length of stay: 1.17, CI: 1.06, 1.21). Rates became close to parity between groups as the pandemic progressed. Conclusions: While inpatient remdesivir treatment rates increased and length of stay decreased over the beginning course of the pandemic, there are still inequalities in patient care.

<li><strong>Quantification of nuclear transport inhibition by SARS-CoV-2 ORF6 using a broadly applicable live-cell dose-response pipeline</strong> -

SARS coronavirus ORF6 inhibits the classical nuclear import pathway to antagonize host antiviral responses. Several models were proposed to explain its inhibitory function, but quantitative measurement is needed for model evaluation and refinement. We report a broadly applicable live-cell method for calibrated dose-response characterization of the nuclear transport alteration by a protein of interest. Using this method, we found that SARS-CoV-2 ORF6 is ~15 times more potent than SARS-CoV-1 ORF6 in inhibiting bidirectional nuclear transport, due to differences in the NUP98-binding C-terminal region that is required for the inhibition. The N-terminal region promotes membrane binding and was required for activity, but could be replaced by constructs which forced oligomerization in solution. Based on these data, we propose that the hydrophobic N-terminal region drives oligomerization of ORF6 to multivalently cross-link the FG domains of NUP98 at the nuclear pore complex, and this multivalent binding inhibits bidirectional transport.

<li><strong>Tixagevimab-cilgavimab as an early treatment for COVID-19 in kidney transplant recipients</strong> -

Objective: This single-center retrospective study evaluated the use of tixagevimab-cilgavimab as an early treatment for COVID-19 in kidney transplant recipients (KTRs) during the omicron wave. Methods: KTRs were deemed at high risk for moderate-to-severe COVID-19 in presence of at least one comorbidity (age &gt;60 years, diabetes, obesity, or cardiovascular disease) associated with a weak humoral response (&lt;264 BAU/mL). All other KTRs were considered at low risk. The two groups were stratified according to the administration of tixagevimab-cilgavimab and compared in terms of COVID-19-related hospitalization, oxygen need, ICU admission, and mortality. Results: Of the 61 KTRs at high risk, 26 received tixagevimab-cilgavimab. COVID-19-related hospitalizations (3.8% versus 34%, p=0.006) and oxygen need (3.8% versus 23%, p=0.04) were significantly less frequent in patients who received tixagevimab-cilgavimab. In addition, non-significant trends towards a lower number of ICU admissions (3.8% versus 14.3% p=0.17) and deaths (0 versus 3, p=0.13) were observed after administration of tixagevimab-cilgavimab. Ten of the 73 low-risk KTRs received tixagevimab-cilgavimab, and no significant clinical benefit was observed in this subgroup. Conclusion: Early administration of tixagevimab-cilgavimab may be clinically useful in high-risk KTRs with COVID-19; however, no major benefit was observed for low-risk patients.

As vaccines have become available for COVID-19, it is important to understand factors that may impact response. The objective of this study is to describe vaccine response in a well-characterized Northern California cohort, including differences in side-effects and antibody response by vaccine type, sex, and age, as well as describe responses in subjects with pre-existing health conditions that are known risk factors for more severe COVID-19 infection. From July 2020 to March 2021, ~5,500 adults from the East Bay Area in Northern California were followed as part of a longitudinal cohort study. Comprehensive questionnaire data and biospecimens for COVID-19 antibody testing were collected at multiple time-points. All subjects were at least 18 years of age and members of the East-Bay COVID-19 cohort who answered questionnaires related to vaccination status and side-effects at two time-points. Three vaccines, Moderna (2 doses), Pfizer-BioNTech (2 doses), and Johnson &amp; Johnson (single dose), were examined as exposures. Additionally, pre-existing health conditions were assessed. The main outcomes of interest were anti-SARS-CoV-2 Spike antibody response (measured by S/C ratio in the Ortho VITROS assay) and self-reporting of 11 potential vaccine side effects. When comparing both doses of the Moderna vaccine to respective doses of Pfizer-BioNTech, participants receiving the Moderna vaccine had higher odds of many reported side-effects. The same was true comparing the single-dose Johnson &amp; Johnson vaccine to dose 2 of the Pfizer-BioNTech vaccine. The antibody S/C ratio also increased with each additional side-effect after the second dose. S/C ratios after vaccination were lower in participants aged 65 and older, and higher in females. At all vaccination timepoints, Moderna vaccine recipients had a higher S/C ratio. Individuals who were fully vaccinated with Pfizer-BioNTech had a 72.4% lower S/C ratio compared to those who were fully vaccinated with Moderna. Subjects with asthma, diabetes, and cardiovascular disease all demonstrated more than a 20% decrease in S/C ratio. In support of previous findings, we show that antibody response to the Moderna vaccine is higher than the Pfizer-BioNTech vaccine. We also observed that antibody response was associated with side-effects, and participants with a history of asthma, diabetes, and cardiovascular disease had lower antibody responses. This information is important to consider as further vaccines are recommended.

<li><strong>Is there a role for RDTs as we live with COVID? An assessment of different strategies</strong> -

Introduction: By 2022, high levels of past COVID-19 infections, combined with substantial levels of vaccination and the development of Omicron have shifted country strategies toward burden reduction policies. SARS-CoV-2 rapid antigen tests (RDTs) could contribute to these policies by helping rapidly detect, isolate and/or treat infections in different settings. However, the evidence to inform RDT policy choices in LMICs is limited. Method: We provide an overview of the potential impact of several RDT use cases (surveillance; testing, tracing and isolation without and with surveillance; hospital-based screening to reduce nosocomial COVID; and testing to enable earlier/expanded treatment) for a range of country settings. We use conceptual models and literature review to identify which use cases are likely to bring benefits and how these may change with outbreak characteristics. Impacts are measured through multiple outcomes related to gaining time, reducing the burden on the health system, and reducing deaths. Results: In an optimal scenario in terms of resources and capacity and with baseline parameters, we find marginal time gains of at least a week through surveillance and testing tracing and isolation with surveillance, a reduction in peak ICU or ICU admissions by 6% or more (hospital-based screening; testing, tracing and isolation), and reductions in COVID deaths by over 6% (hospital-based screening; test and treat). Time gains may be used to strengthen ICU capacity and/or boost vulnerable individuals, though only a small minority of at-risk individuals could be reached in the time available. The impact of RDTs declines with lower country resources and capacity, more transmissible or immune-escaping variants and reduced test sensitivity. Conclusion: RDTs alone are unlikely to dramatically reduce the burden of COVID-19 in LMICs, though they may have an important role alongside other interventions such as vaccination, therapeutic drugs, improved healthcare capacity and non-pharmaceutical measures.

<li><strong>Perspectives and use of telemedicine by doctors in India: A cross-sectional study</strong> -

Objectives: India has committed to formulating a roadmap for realising a resilient health system, with digital health being an important element of this. Following the successful implementation of a free telemedicine service, eSanjeevani, India published the Telemedicine Practice Guidelines in 2020 to further scale telemedicine use in India. The main objective of the current study was to understand the perspective and use of telemedicine by medical doctors in India after the release of its telemedicine policy. Methods: Data were acquired through an anonymous, cross-sectional, internet-based survey of medical doctors (n = 444) at a pan-India level. Replies were subjected to statistical analysis. Results: Telemedicine was used for various non-mutually exclusive reasons, with the top two reasons being live audio or video consultations (60.4%) and online payments (19.1%) and smartphones were the most frequently used device type (60.6%). The telemedicine benefit that the greatest proportion of respondents (93%) recognised was its potential to reduce COVID-19 infection risk for healthcare professionals. Interestingly, nearly 45% of respondents felt that limited and fragmented insurance coverage was an important limitation to the practice of telemedicine in India and 49% believed reduced patient fees for teleconsultations could help incentivise telemedicine use. Conclusions: This study helps to appraise the use of telemedicine in India after the publication of telemedicine guidelines in 2020. Furthermore, the findings can inform the development of telemedicine platforms, policies and incentives to improve the design and implementation of effective telemedicine in India. The main objective of the current study was to survey medical doctors in India to understand their perspectives on and use of telemedicine after the release of Indias telemedicine policy. Our findings revealed that the top two reasons doctors used telemedicine were for live audio or video consultations and online payments. Interestingly, a large proportion of respondents felt that limited and fragmented insurance coverage was an important limitation to the practice of telemedicine in India. This study helps to appraise the use of telemedicine in India after the publication of its telemedicine guidelines and can inform the development of telemedicine platforms, policies and incentives to improve the design and implementation of telemedicine in India.

<li><strong>Mental Health During the First Year of the COVID-19 Pandemic: A Review and Recommendations for Moving Forward</strong> -
<div>
COVID-19 has infected millions of people and upended the lives of most humans on the planet. Researchers from across the psychological sciences have sought to document and investigate the impact of COVID-19 in myriad ways, causing an explosion of research that is broad in scope, varied in methods, and challenging to consolidate. Because policy and practice aimed at helping people live healthier and happier lives requires insight from robust patterns of evidence, this paper provides a rapid and thorough summary of high-quality studies available through early 2021 examining the mental health consequences of living through the COVID-19 pandemic. Our review of the evidence indicates that anxiety, depression, and distress increased in the early months of the pandemic. Meanwhile, suicide rates, life satisfaction, and loneliness remained largely stable throughout the first year of the pandemic. In response to these insights, we present seven recommendations (one urgent, two short-term, and four ongoing) to support mental health during the pandemic and beyond.

Jared Kushner did not want to talk about Jamal Khashoggi.

<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="fX58rn">
I spotted him in the audience in late September at a conference hosted by an offshoot of Saudi Arabias sovereign wealth fund, the Future Investment Initiative Institute.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="ecKWOD">
It was at a boutique hotel on the Upper East Side of Manhattan, filled with investors, nonprofit leaders, and thought leaders. When I asked Kushner to comment about Khashoggi — the journalist whom the CIA determined that Saudi agents had tortured and killed while Kushner was serving in his father-in-laws White House — <a href="https://twitter.com/mideastXmidwest/status/1572938443835207680">he walked away from me</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="d8gii8">
Kushners response was in keeping with the conferences mission.<strong> </strong>With such a long, convoluted name, the FII Institute as an organization seems to be banking on reframing the conversation away from Saudi Arabia as part of a global rebrand and PR push. None of the flyers, banners, or name tags mention the repressive kingdom by name. But make no mistake: This think tank focused on the future is powered by Crown Prince Mohammed bin Salman bin Abdulaziz, or MBS as he is known.

In 2018, just weeks after Khashoggis killing, the businesspeople who attended the summits edition in the Saudi capital — nicknamed Davos in the Desert — <a href="https://www.nytimes.com/2018/10/23/business/saudi-conference-khashoggi-killing.html">shielded their name badges from view with their ties</a>. It was still considered shameful to be associated with MBS.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="0ONdeH">
Four years later, the rehabilitation of the Saudi crown prince is complete. President Joe Biden, after<a href="https://www.vox.com/22881937/biden-saudi-arabia-mbs-khashoggi-yemen-human-rights"> pledging on the 2020 campaign</a> trail to make Saudi Arabia a “pariah,” <a href="https://www.vox.com/2022/7/19/23220600/biden-middle-east-policy-human-rights">capitulated and traveled to the country</a> in July, in a visit that gave MBS the legitimacy he craves. The US has been sending <a href="https://www.pbs.org/newshour/politics/u-s-approves-massive-arms-sale-to-saudi-arabia-united-arab-emirates-to-counter-iran">huge amounts of weapons</a> to the kingdom. And the <a href="https://www.vox.com/23219049/biden-saudi-arabia-human-rights-mbs-khashoggi">grave human rights concerns</a> do appear in summaries of the leaders of the US and Saudi Arabia but hardly rise to the level of a top priority for Bidens foreign policy team.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="WyqUh5">
The Biden administration didnt send any representatives to the FII Institute summit on the sidelines of the United Nations General Assembly in New York last week. But in October 2021, Deputy Secretary of Commerce <a href="https://twitter.com/mideastXmidwest/status/1453736422335074311">Don Graves</a> joined Davos in the Desert in Riyadh <a href="https://twitter.com/mideastXmidwest/status/1452674787239677970">alongside</a> BlackRock, Blackstone, Goldman Sachs, and CNN.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="yBu9Gj">
The conversations at the Manhattan summit were centered on the future — largely the climate crisis and technological advances — without any recognition of the political repression in Saudi Arabia that was inadvertently supporting the gathering. Greenwashing has advanced MBSs return into the fold.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="5eWwYt">
Richard Attias, CEO of the FII institute who previously worked as the executive producer of the World Economic Summit in Davos, said he was proud of the conferences “unique platform” for discussing global challenges and bringing together diverse influencers. “We dont mix at all any political issues with what we are doing,” he told me. “So there is no reason for us to be impacted by any other drama happening.” The drama he was referencing in euphemism: Khashoggis murder.

<h3 id="uVUk6f">
Those willing to support Saudis rehabilitation
</h3>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="ZFgCl1">
From the perspective of investors, the money in Saudi Arabia is <a href="https://www.vanityfair.com/news/2021/02/wall-street-isnt-letting-jamal-khashoggis-killing-get-in-the-way-of-saudi-business">too big to ignore</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="SI8kBO">
The FII Institute called the New York gathering the Priority Conference, and it centered on the release of a <a href="https://fii-institute.org/wp-content/uploads/Reports/IPSOS%20Full%20Report_9212022.pdf">13-country survey of 130,000 respondents</a> attitudes that the institute says represents half of the worlds population. The institute asked them: Whats your top priority? Its an incredible feat of denial done in the service of reframing the conversation away from politics and rights. Of course, one might imagine that many peoples top priority is to live freely and not be murdered.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="qA1plf">
MBS wasnt in attendance, and he didnt come to New York for the United Nations — perhaps because the FII Institute conference would operate more smoothly without him there; perhaps because he would only come to the US if it was paired with a White House invitation, which is apparently not on offer from Biden; and more likely because there are <a href="https://www.middleeasteye.net/news/saudi-arabia-bin-salman-biden-immunity-us-court">several court cases against him</a>. (In a cabinet reshuffle last month, MBSs father, the king, did make MBS Saudis prime minister, which may provide him <a href="https://www.theguardian.com/world/2022/sep/27/mohammed-bin-salman-named-prime-minister-ahead-of-khashoggi-lawsuit">immunity</a> from a Khashoggi lawsuit.)
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="wsUXFN">
Instead, the Saudi ambassador to the US, Princess Reema bint Bandar Al Saud, <a href="https://twitter.com/FIIKSA/status/1575510520265842691">provided a video</a>. And Saudi Minister of Investment Khalid Al-Falih <a href="https://www.arabnews.com/node/2168691/saudi-arabia">said</a> all too clearly, “My message to investors everywhere, is you dont know what youre missing until you come to Saudi Arabia.”
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="lR3Tdi">
Kushner attended the first session with the head of the FIIs parent Public Investment Fund, Yasir Al-Rumayyan. The Saudi PIF, according to the New York Times, provided <a href="https://www.nytimes.com/2022/04/10/us/jared-kushner-saudi-investment-fund.html">$2 billion to Kushners investment firm Affinity Partners</a>, which raises major <a href="https://theintercept.com/2022/04/18/saudi-russia-jared-kushner-affinity-partners/">conflict of interest questions</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="oYANeb">
Al-Rumayyan was in conversation with former University of Pennsylvania president Judith Rodin, who declined an interview with Vox. But a quote of hers that was posted on the FIIs social media resonated with me in terms of the dissonance between Saudi Arabia under MBS and the new recovery of his reputation. “How do we grow and thrive if crisis falls?” Rodin said. “Rather than trying to go back to normal, because normal often has features of what got you into problems in the first place.” It was an incomplete sentence that summed up the new Saudi reality.

<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="Et97uy">
Saudi Arabia, with its money, retains incredible convening power. Throughout the day we heard from former Trump official and current Goldman executive Dina Powell McCormick, economist Nouriel Roubini, crypto billionaire and philanthropist Sam Bankman-Fried, Nobel Laureate Paul Romer, and prominent think tank leader Michael Milken.

<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="X9ez3V">
There was an optimism for reform in Saudi Arabia despite all the indicators that suggest otherwise. Irina Bokova, the former director general of UNESCO, told me she has been visiting Saudi Arabia since 2008 and is impressed by MBSs investments in cultural rejuvenation. “I think that the country transforms from the inside, and it doesnt happen overnight. So I thought its very important to support, you know, this type of openness to change,” she said.

<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="kKIYtJ">
But the conferences theme around environmental, social, and governance (ESG) investments showed that the worlds technocrats would be willing to come out. “Getting to meet, for example, the head of ESG at HSBC is something that was really meaningful for us,” Daniel Kleinman, founder of the Miami-based startup community Seaworthy Collective, told me. “As we look, especially, at these problems that need to be solved, especially on climate, we dont necessarily have the time to pay [attention to] where the money is coming from as much as what impact it is creating.”

Under two glamorous chandlers, waiters in white jackets and black bow ties served bountiful plates of freshly sautéed pasta, a potpourri of salads, and generous portions of salmon. It was all too elegant, with painted murals one way and views of Central Park the other, but the notion of getting a free lunch courtesy of MBS made me sick.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="aLPbMd">
Everyone else dug in.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="H1atn4">
“This is about funding,” Maximo Mazzocco, a climate activist and a youth global ambassador with the United Nations Development Program, told me. “Here, there are a lot of resources, a lot, a lot of resources. Im talking millions and millions. A lot of people here have the power to make real change on a global scale.”
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="wrGWRS">
One of the speakers, talking to me on the condition of anonymity, told me that they were initially skeptical of joining a Saudi-sponsored event given the human rights concerns. “I dont want to be used as PR material. Im not a golfer. I dont want to be trotted out,” they told me. Rather, they wanted to see if it was possible to move on and do good with Saudi money.

<h3 id="QTaDTu">
How the future looks for MBS
</h3>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="G9Bcjg">
MBS may not be welcome yet in the White House, but his money, his government officials, and his message are being attended to in the United States.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="TQlF0H">
Attias, who has shepherded FII confabs since 2017, was quick to tell me that he had also produced the opening ceremony for the landmark 2008 Summer Olympics in Beijing. “This was probably one of the best ceremonies,” he told me. “And everyone was calling for boycott, but at the end of the day, they came. Why? Because they understood that you cannot take a global, international event — as the Olympic Games or as FII — as a hostage of any other issues. There is no reason to jeopardize global dialogue.”
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="HwljHj">
It was, inadvertently, a stunning admission. MBS, like China, is a massive human rights liability who can maintain his global connectivity despite all his moral shortcomings.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="hxcLou">
The New York summit closed with an invitation to fly to Saudi Arabia for the next installment of the FII events in late October. The institute says, in a press release, that more than 300 speakers and 5,000 participants will join.
</p>

“Its not about his royal highness the crown prince,” Attias told me. “Its about a global international event happening in Saudi Arabia.”

For example, Murphy flagged <em>Queens Gambit</em> as a potential ensemble, due to its buzzworthiness and the fact that the protagonist had red hair. “I take this formulaic approach to Halloween where if its unusually small or redheaded,” she says, “that fits my formula of a potential Halloween candidate.”

For group or family costumes, it can be helpful to focus on one shared interest, accessory, or hobby. If you all met in an adult dodgeball league, maybe you want to dress up as dodgeball players. Maybe your group is composed of three couples and you want to do a <em>Grease</em>-inspired collab.

Then, figure out what effect youd like your costume to have. Is your goal to make everyone laugh? Be the sexy one? Go all-in on minute details? Incorporate a few friends for a group costume? This can help you zero in on an idea.

The location of your Halloween bash can help further narrow down your options, says custom costume maker Correen Borst-Straub of <a href="https://ccreativedesigns.com/">Correens Creative Designs</a>. Think about where youll wear the getup to determine whats appropriate. If youre going to a party in a small apartment, you probably wont want to wear a huge Marie Antoinette dress or you might want to think twice about wearing vampire fangs to a costumed fundraiser with a sit-down dinner.

Buck convention, respectfully
</h3>

Using popular culture as inspiration may yield a few potential ideas, but if you really want a memorable guise, approach these concepts in an unconventional manner. Many people tend to dress up as the main characters from popular shows (how many <a href="https://www.vulture.com/article/the-bear-fx-hulu-series-review.html">chefs</a> and <a href="https://www.vox.com/culture/23312073/house-of-the-dragon-targaryen-family-tree-history-game-of-thrones">Targaryens</a> are we going to see this year?) but supporting roles or genre tropes can also be crowd-pleasing attire. For her all-time favorite Halloween costume, Dani Cabot, the manager of New York City vintage boutique <a href="https://www.screamingmimis.com/">Screaming Mimis</a>, dressed up as a virgin sacrifice. “I got bedsheets and a classic cheesy 70s Roman goddess dress and I got a huge wig, and then a choker that made it look like my throat was slashed,” she says.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="pRM02c">
Even if you dont share every physical trait with a character, use your differences to your advantage. Murphy and her fiance have often dressed up as characters that have historically been depicted as opposite to the couples own gender presentation. “Gender is always very subjective,” says Philadelphia-based drag queen <a href="https://www.vinchelle.com/">VinChelle</a>. “Everyone can express themselves how they want to.” VinChelle frequently performs in looks <a href="https://www.instagram.com/p/Cgw1mI-uzSa/?hl=en">inspired by Beyoncé</a> and uses the stars photoshoots as a reference. Shell then scour fabric stores in Philadelphia or New York City for the garment and works closely with seamstresses to construct the outfit. “Beyoncés a glorified drag queen,” she says.

Reference your personal style

Think about ways you can infuse your personality into popular ideas. Say you want to be a witch or a vampire. What can you do to make the costume feel like you? If your one wardrobe staple is a leather jacket, make your witch persona wear a leather jacket. “If youre always on your phone, maybe youre a celebrity vampire, social media vampire,” Farrier says. “Try and make it about something that you always have by bringing your personal items into it because that will make it special for you.”

One year, a shopper at Screaming Mimis spiced up their vampire attire by adding 70s disco accessories. “They did this insane disco Studio 54 vampire look,” Cabot says. You can also take a character who isnt particularly known for their fashion, like <a href="https://www.instagram.com/p/B4IcPmgF_wL/">Pacman</a>, and make an interesting garment inspired by their aesthetic.

Another way to differentiate is to make subtle changes to tried-and-true depictions. Borst-Straub has a 25 percent rule where she infuses her creativity into well-known designs so the resulting look is 75 percent true to pop culture and 25 percent her own.

Elmekies gets inspiration by searching her costume idea plus “cosplay” on Pinterest to see how others have approached the concept. Dont worry about being so niche that everyone has to ask you what you are, Elmekies says. “So, what are you?” is a great icebreaker. “Sometimes when I go out as Belle from <em>Beauty and the Beast</em>, people dont know who I am necessarily because its not a Disney knockoff, its more built that you can wear every day,” Elmekies says.

Use what youve got (or shop secondhand)
</h3>

Halloween outfits shouldnt cost a ton of money. Think about the colors, shapes, and silhouettes needed for a costume to help you identify the looks building blocks. For a gargoyle look, for example, youll need a lot of gray apparel and makeup. “Think about the shapes of things instead of the actual items,” says Ryan Walton, the producer of Halloween experiences for RWS Entertainment Group. “[Say] I need a round hoop-like thing. What can I do thats round and hoop-like thats not going to cost me a lot of money and then I can refabricate?”

Scour your closet (or your friends closets) for pieces youll need. If youre dressing up as a flapper, dig out a slip dress if you have one. Then, let your accessories and props do all the talking. “So things like jewelry, gloves, stockings, headpieces, masks can really transform a basic into something thats excellent,” Cabot says.

For any pieces you dont already own, visit a local vintage or thrift store, indie costume shop, or dollar store to get materials. Workers at these stores can offer expert costuming advice, and by shopping in person, you can be sure youre getting exactly what you want — no online ordering surprises, Cabot says. Shopping secondhand is also far more sustainable than purchasing a polyester outfit from a big-box store. Chances are you can even incorporate aspects of your ensemble into your regular wardrobe, too.

Rock your costume
</h3>

Ultimately, youre going to have the best time in an outfit you feel comfortable and confident wearing. Think about how the fabrics and props feel; its not worth being constricted by shoes that are impossible to walk in. “You will light up the most when you are wearing something that you love,” VinChelle says. “When I am in my favorite costume, Im a whole other person.”

Even if you feel like you dont have the “right” body type for a certain character or look, “you can look at it as this is my character and my characters just curvy,” Elmekies says. “Realize your character is incredible.”

Earlier this year, five people altered the landscape of reproductive rights in more than a dozen states across the country when the Supreme Court overturned <em>Roe v. Wade</em>. In November, millions of voters will weigh in, casting votes in dozens of races and ballot measures that will determine how restrictive their state can be.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="eYqalI">
Ballot initiatives in three states could determine abortion access for millions of women and what kind of reproductive health care is available to them. Abortion has also become a key issue in races for governor and state attorneys general, who have direct control over their states abortion laws and how they are enforced.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="1Jnh0y">
Democratic candidates for governor want to gain or retain veto power over Republican-controlled state legislatures that want to curb abortion rights. Elsewhere, Republicans want to use governorships to chart a path to further curb access to the procedure. And Democratic attorney general candidates have vowed not to enforce their states anti-abortion laws and protect access, while their Republican opponents want to see maximum enforcement.

States with ballot initiatives
</h3>

Alaska
</h4>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="D2lVrK">
Anti-abortion activists in Alaska want to amend their states constitution in a way that would allow future restrictions on abortion. There currently arent any gestational limits on abortion, though patients are required to visit a providers clinic to obtain an abortion, including medication abortion. The path to changing that in the state is convoluted, but it starts with a ballot initiative before its voters this year.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="cxnT3p">
Every 10 years, Alaska asks voters whether they want to hold a constitutional convention. Voters have declined to do so, with little fanfare, <a href="https://www.ktoo.org/2021/11/19/new-alaska-constitutional-convention/">since 1955</a>. But this time, the opportunity is getting <a href="https://alaskapublic.org/2022/04/11/anticipating-a-busy-election-season-alaska-constitutional-convention-opponents-launch-early-campaign/">unusual traction thanks to campaigning by anti-abortion advocates, who </a>want the option to overturn the Alaska Supreme Courts 1997 ruling that “reproductive choice” is protected under a privacy clause in the state constitution.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="d2dDgz">
The anti-abortion side argues the 1997 ruling was wrong and the privacy clause of the constitution needs to be clarified, which can only happen if Alaskans vote “yes” to hold a constitutional convention. The potential change wouldnt be “a pro-life or pro-choice amendment. Its just saying, Our Constitution has nothing to say about abortion,’” Jim Minnery, president of the anti-abortion group Alaska Family Council, said in an interview with <a href="https://www.youtube.com/watch?v=70G2yM0K-Zg">Alaska Public Media</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="y1BIzR">
But that kind of amendment removes the current barrier preventing Republicans in the state legislature from restricting access to abortion. If the constitution were to be altered, abortion access wouldnt necessarily be restricted: Alaska voters would have the opportunity to vote to accept or reject a new constitution following a convention.
</p>
<h4 id="kuX7g3">
Kentucky
</h4>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="6kJwNl">
Kentucky is considering amending the state constitution to say, “To protect human life, nothing in this Constitution shall be construed to secure or protect a right to abortion or require the funding of abortion.” Its modeled after an amendment that failed spectacularly earlier this year in Kansas, but it has a better chance of passing in Kentucky given that a <a href="https://www.pewresearch.org/religion/religious-landscape-study/state/kentucky/views-about-abortion/">majority of voters</a> in the state say that abortion should be illegal in all or most cases.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="3bskN5">
Kentucky is one of 13 states that enacted a “trigger law” in anticipation of the end of <em>Roe</em>. Kentuckys allows abortions only to save the life of the pregnant person or to prevent disabling injury, with no exceptions for cases of rape, incest, or disabling fetal anomalies. The law went into effect following the Supreme Courts ruling, and for now, the state Supreme Court has <a href="https://abcnews.go.com/Health/wireStory/kentucky-supreme-court-denies-request-block-abortion-ban-88547549">refused to block it</a> as part of an ongoing court case. If the amendment passes, the laws chances of surviving that litigation will be much improved, given that it was challenged on grounds that it violated the state constitution.
</p>
<h4 id="YurR5d">
Montana
</h4>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="8wp2di">
Montana is set to consider the “<a href="https://leg.mt.gov/bills/2021/billpdf/HB0167.pdf">Medical Care Requirements for Born-Alive Infants Measure</a>.” It would declare that infants born alive at any stage of development are “legal persons” and would require that medical care be provided to them following induced labor, cesarean section, and attempted abortion. It would also set a $50,000 fine and a maximum 20-year prison sentence for violators.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="Mg9Wsp">
Montana law, however, already protects living infants in the exceedingly rare cases where this happens, providing <a href="https://leg.mt.gov/bills/mca/title_0500/chapter_0200/part_0010/section_0080/0500-0200-0010-0080.html#:~:text=Infants%20Born%20Alive-,50%2D20%2D108.,if%20the%20infant%20is%20viable.">criminal penalties</a> for “purposely, knowingly, or negligently” causing the death of a “premature infant born alive, if the infant is viable.” And abortion is <a href="https://www.guttmacher.org/fact-sheet/state-facts-about-abortion-montana">significantly restricted</a> in Montana and may only be performed after fetal viability in cases of life endangerment or severely compromised health.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="07Oq76">
The practical impact of the measure would be to <a href="https://montanafreepress.org/2022/09/23/what-does-montanas-lr-131-have-to-do-with-abortion/">criminalize doctors</a> for failing to perform life-sustaining measures on infants who have conditions that they cannot survive, such as severe prematurity, serious infection, or a lack of developed organs. The Montana Medical Association has come out against the measure, arguing that it <a href="https://www.mtpr.org/montana-news/2021-01-21/abortion-bills-draw-opposition-from-montana-medical-association">infringes on physicians medical judgment</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="1rFnBQ">
A <a href="https://www.pewresearch.org/religion/religious-landscape-study/state/montana/views-about-abortion/">majority of voters</a> in the state say abortion should be legal in all or most cases, but since this isnt a direct attack on the right to have an abortion, its not clear whether it will pass.
</p>
<h3 id="fkIrHS">
Where abortion is at stake up and down the ballot
</h3>
<h4 id="x0TRw1">
Michigan
</h4>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="7FGPoY">
Democratic Gov. Gretchen Whitmer is up for reelection and has served as a veto against further abortion restrictions from the GOP-controlled legislature.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="j9zrBh">
Earlier this year, she also challenged a 1931 pre-<em>Roe</em> abortion ban, which has no exceptions for rape or incest and has since been <a href="https://www.cnn.com/2022/09/07/politics/michigan-1931-abortion-law-unconstitutional/index.html">permanently blocked</a> from going into effect by a Michigan state court. Shes nearly 12 points ahead in the polls over her anti-abortion Republican opponent Tudor Dixon as of September 30, <a href="https://projects.fivethirtyeight.com/polls/governor/2022/michigan/">according to FiveThirtyEights average</a>, but the Cook Political Report rates the race among the<a href="https://www.cookpolitical.com/ratings/governor-race-ratings"> most competitive governors races</a> nationally.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="G6PDqp">
Abortion has also been a key issue in the race for state attorney general. The GOP nominee for state attorney general, Matt DePerno, <a href="https://twitter.com/dananessel/status/1521331562230472704?lang=en">opposes abortion</a> even in cases of rape, incest, or medical emergency. If elected to the position of the states top prosecutor, he<a href="https://www.mlive.com/public-interest/2022/06/attorney-general-race-could-impact-michigan-abortion-prosecutions-after-roe.html"> said</a> he would have enforced the pre-<em>Roe</em> abortion ban before it was overturned and that Plan B, a type of emergency contraception, should be banned if its taken “<a href="https://www.mlive.com/public-interest/2022/09/deperno-would-ban-plan-b-if-its-used-after-conception-doctors-say-it-doesnt-work-that-way.html">after conception has occurred</a>.” (He later <a href="https://www.mlive.com/public-interest/2022/09/deperno-would-ban-plan-b-if-its-used-after-conception-doctors-say-it-doesnt-work-that-way.html">clarified </a>that he has no problem with Plan B if its used to prevent pregnancy, but not if its used to end a pregnancy — something doctors say isnt even possible.)
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="WvCnjp">
Should he be elected and Whitmer remain governor, conflict could erupt. For instance, DePerno could seek to challenge Whitmers <a href="https://www.michigan.gov/whitmer/news/press-releases/2022/05/25/whitmer-signs-executive-directive-on-protecting-reproductive-healthcare">executive orders</a> protecting abortion access or limiting state agencies authority to enforce abortion restrictions in court.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="WqaMlP">
Incumbent Democratic Attorney General Dana Nessel has said that, so long as she remains in office, she will not prosecute people who perform or obtain an abortion. But she has said that she would let county prosecutors enforce the law. “I dont believe that I have or that I should have the authority to tell the 83 county prosecutors what they can and cannot charge,” she <a href="https://www.mlive.com/public-interest/2022/07/ag-nessel-would-let-local-prosecutors-enforce-michigans-abortion-ban.html">told MLive</a>.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="GEEfHg">
Michigan voters are also considering a ballot measure that would amend the state constitution to provide for a right to reproductive freedom. Dixon has said that she would <a href="https://www.9and10news.com/2022/09/05/tudor-dixon-speaks-on-abortion-will-support-decision-by-voters/">respect the results</a> of the vote on the measure, even though she personally opposes abortion with exceptions for when the life of the pregnant person is in danger, but <a href="https://www.deadlinedetroit.com/articles/31140/michigan_s_tudor_dixon_confirms_abortion_stance_on_rape_and_incest_saying_there_s_healing_through_the_baby">not in cases of rape</a>.
</p>
<h4 id="AXBkux">
Arizona
</h4>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="cgqx3h">
Incumbent Republican Gov. Doug Ducey signed a ban on abortions after 15 weeks of pregnancy into law earlier this year. But Arizona also has a <a href="https://www.npr.org/2022/06/30/1108871251/arizonas-attorney-general-says-pre-1901-abortion-ban-is-enforceable">121-year-old total abortion ban</a> on the books, which only has an exception for when the life of the pregnant person is in jeopardy.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="DFnFt9">
The current, term-limited GOP State Attorney General Mark Brnovich is pushing to enforce that ban, making it a <a href="https://www.npr.org/sections/2022-live-primary-election-race-results/2022/08/02/1115288801/arizona-primary-attorney-general-abortion-election-results">key issue</a> in the race to replace him. A state court allowed the ban to <a href="https://www.npr.org/2022/09/23/1124893691/arizona-judge-abortion-ban">go into effect</a> earlier this month, though an appeal of that ruling is likely.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="ftJKXT">
The Republican attorney general nominee Abraham Hamadeh, a far-right former Maricopa County prosecutor, has <a href="https://knst.iheart.com/featured/garret-lewis/content/2022-07-01-garret-talks-to-abraham-hamadeh-about-scotus-rulings-az-abortion-law/">promised to enforce Arizonas existing anti-abortion laws</a>, including Duceys 15-week ban and the pre-<em>Roe</em> ban. His Democratic opponent Kris Mayes, a former member of the Arizona Corporation Commission, has vowed <a href="https://ktar.com/story/5061294/democratic-arizona-ag-candidate-says-she-wouldnt-prosecute-abortion-cases/">not to enforce the states anti-abortion laws</a> and that no patient or medical professional will be prosecuted for receiving or providing an abortion on her watch.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="SdLTCv">
The race will decide whether current laws restricting abortion are enforced, while the governors race will decide whether those laws can be changed.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="RkAk2x">
Abortion is also a key issue in the race to replace Ducey, who is similarly term-limited. Democratic nominee Katie Hobbs has vowed to <a href="https://ktar.com/story/5123606/arizona-governor-candidate-hobbs-vows-to-protect-women-providers/">repeal</a> the pre-<em>Roe</em> ban if elected, though that would require the unlikely cooperation of the GOP-controlled state legislature, while Republican nominee Kari Lake has largely dodged questions about her position. She <a href="https://ktar.com/story/5052440/heres-what-arizona-gubernatorial-candidate-kari-lake-says-about-abortion/">said in May</a> that she would advance anti-abortion legislation without specifics, though her <a href="https://www.azcentral.com/story/opinion/op-ed/ej-montini/2022/08/04/abortion-katie-hobbs-stance-solid-and-kari-lake-squishy/10236018002/">campaign has claimed</a> that she supports exceptions from banning abortion for rape and incest. At the same time, however, she has said that she supports Arizonas<a href="https://www.azcentral.com/story/opinion/op-ed/ej-montini/2022/08/04/abortion-katie-hobbs-stance-solid-and-kari-lake-squishy/10236018002/"> existing</a> abortion laws, which do not provide any such exceptions.
</p>
<h4 id="VETJ2D">
Wisconsin
</h4>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="qHO1ZL">
Democratic Gov. Tony Evers, who is up for reelection, has twice <a href="https://abcnews.go.com/US/wisconsin-governor-calls-special-session-repeal-1849-era/story?id=90266204">called a special legislative session</a> to repeal the states 173-year-old abortion ban, which makes no exceptions for cases involving rape or incest but does allow the procedure when the pregnant persons life is in danger. Under that ban, doctors who perform an abortion could face up to six years in prison and $10,000 in fines, though Evers has recently <a href="https://www.cnbc.com/2022/06/27/wisconsin-gov-vows-to-grant-clemency-to-doctors-charged-under-state-abortion-ban.html">offered clemency</a> to those doctors.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="HmPx7R">
The GOP-controlled state legislature, which has repeatedly sent anti-abortion bills to Everss desk, rejected his first attempt to call a special session to amend the abortion ban following the leak of the draft Supreme Court decision overturning <em>Roe</em>, <a href="https://www.jsonline.com/story/news/politics/2022/06/22/wisconsin-republicans-gavel-out-tony-evers-special-session-abortion-laws/7691460001/">blocking any debate on the matter</a>. They are scheduled to convene again on October 4 to consider doing so, though Wisconsin Republicans have already criticized Everss second call for a special session as a “<a href="https://abcnews.go.com/US/wisconsin-governor-calls-special-session-repeal-1849-era/story?id=90266204">political stunt</a>.”

Everss Republican opponent Tim Michels initially said that he didnt support any exceptions to the pre-Roe ban, saying it was an “<a href="https://www.wpr.org/republican-tim-michels-changes-position-adding-exceptions-wisconsins-abortion-ban">exact mirror</a>” of his position, though he has since changed his position, saying earlier this month that he would support exceptions for cases involving <a href="https://www.wpr.org/republican-tim-michels-changes-position-adding-exceptions-wisconsins-abortion-ban">rape or incest</a>.

Evers is currently leading Michels by under 3 points on average, <a href="https://projects.fivethirtyeight.com/polls/governor/2022/wisconsin/">according to FiveThirtyEight</a>, and the race could go either way, continuing the current stalemate on abortion or introducing a new regime in which the procedure is almost entirely banned.

The states Democratic Attorney General Josh Kaul, who is also running for reelection, has said <a href="https://www.wpr.org/attorney-general-josh-kaul-questions-enforceability-173-year-old-abortion-ban">he will not enforce the ban</a>, though he cant stop local law enforcement officials from doing so. Hes also directly challenged the ban in court.

</h4>

Kansas already voted down its own abortion ballot measure, which failed <a href="https://ent.sos.ks.gov/constitutional.html">59 percent to 41 percent</a>, with turnout well exceeding expectations. But that doesnt mean the fight over abortion rights in the state is done: Democratic Gov. Laura Kelly is up for reelection in a tight race. She has served as a veto on further abortion restrictions floated by the states Republican-controlled legislature, including <a href="https://www.pbs.org/newshour/nation/kansas-lawmakers-fail-to-override-governors-abortion-reversal-veto">one in 2019</a> that would have forced doctors to post a notice of the possibility of a medication abortion “reversal,” though she has said she would not try to repeal existing 22-week restrictions.
</p>
<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="4FFL3C">
Her opponent, Kansas Attorney General Derek Schmidt, has said <a href="https://apnews.com/article/2022-midterm-elections-abortion-presidential-legislature-cd8d1d6f24da4612b7faeb325a4611bf">that</a> he respects the results of the vote on the ballot measure, but that it “does not mean the discussion has ended.” He opposes abortion except to save a pregnant persons life, in cases of rape and incest, and when a fetus has a medical condition that is incompatible with life after birth. He has also said he <a href="https://apnews.com/article/2022-midterm-elections-abortion-presidential-legislature-cd8d1d6f24da4612b7faeb325a4611bf">supports replacing</a> some justices on the state Supreme Court, which found in 2019 that access to abortion is a “fundamental” right under the state constitution.

<p data-aos="fade-left" data-aos-anchor-placement="bottom-bottom" id="q1owrz">
Voters will decide this fall whether to retain six of the seven existing justices on the state supreme court, where liberals currently hold a majority. If they vote to oust those justices, the governor would have the power to select their successors from a slate of candidates recommended by a panel.

Voters are also considering another <a href="https://www.kansascity.com/news/politics-government/article264424101.html">constitutional amendment</a> originally devised by Schmidt that would allow the state legislature to veto <a href="https://www.kansascity.com/news/politics-government/article259713550.html">rules and regulations</a> issued by Kellys administration, including those related to abortion, even if shes reelected. That could limit Kellys power over the enforcement of abortion restrictions and to what degree she can protect access to the procedure.

Pennsylvanias Democratic Gov. Tom Wolf, who is term-limited, has for years been a last line of defense against the GOP-controlled state legislatures efforts to enact abortion bans. Most recently, the legislature <a href="https://www.witf.org/2022/07/08/senate-gop-advances-constitutional-amendment-on-abortion-in-pennsylvania/">advanced a constitutional amendment</a> that states there is no right to an abortion or state funding for abortions. Democrats are hoping they can replace Wolf with their nominee Josh Shapiro, the current state attorney general. Otherwise, the future of abortion rights in the state looks grim.

State Sen. Doug Mastriano — the far-right Republican nominee who is trailing Shapiro by just over 10 points as of September 30, according to FiveThirtyEights <a href="https://projects.fivethirtyeight.com/polls/governor/2022/pennsylvania/">polling average</a><a href="https://senatormastriano.com/2019/10/21/sen-mastriano-rep-borowicz-unveil-heartbeat-legislation/">sponsored</a> a bill to ban abortion at about six weeks, has called the pro-abortion rights slogan “my body, my choice” “ridiculous nonsense,” and <a href="https://www.mediamatters.org/facebook/doug-mastriano-shared-image-claiming-roe-v-wade-so-much-worse-holocaust">shared</a> a cartoon that characterized the original <em>Roe v. Wade</em> decision as “so much” worse than the Holocaust. He also <a href="https://www.abc27.com/pennsylvania-governor-election-2022/live-at-8-pennsylvania-republican-gubernatorial-debate/">said</a> during a primary debate that banning abortion, even in cases of rape or incest, was his “number one issue” and that he <a href="https://www.abc27.com/pennsylvania-governor-election-2022/pa-governor-race-future-of-abortion-laws-in-pennsylvania-on-the-ballot/">supports</a> criminal penalties for doctors who provide abortions. He might find allies in the state legislature, which is unlikely to flip, according to Louis Jacobson of <a href="https://centerforpolitics.org/crystalball/articles/the-battle-for-the-state-legislatures/">Sabatos Crystal Ball</a>.
